GHRS’ Prequalification of suppliers is an innovative electronic supplier management system that provides the essential functionality every HR and Outfitting firm needs to access GHRS contracts. It attempts to move from a paper based environment to an electronic one to help GHRS access suppliers efficiently, whilst maintaining transparency.
It allows you to the convenience of:
- Posting your company profile and submitting information on your capacity to perform HR or Outfitting services.
- Obtaining a prequalification status that makes you eligible to be short listed or sole selected for GHRS contracts.
- Receiving electronic tenders securely.
- Receiving mail alerts, whenever a new tender matches your prequalification status.
- Submitting electronic tender proposals securely.

An applicant may be a sole trader/ self employed consultant, partnership, limited liability, private entity. All applicants must apply individually and cannot submit applications in conjunction with other companies and groups.
- Preferential treatment when bidding for GHRS’ HR related and outfitting service contracts
- The ability to submit abridged proposals in response to GHRS’ Requests for Proposal thereby cutting down your proposal development time
- The ability to be sole selected in line with GHRS’ sole selection guidelines
- The ability to have consistent work with GHRS
- Preferential payment with a 30 day payment cycle.
- The ability to pay a one off nominal rapid tender application processing for a 2 year period1 as opposed to paying a fee each time you wish to tender for a GHRS project

Applicants may also obtain printed copies, and electronic forms on compact disk (CD) at the GHRS Office, Level 2, 6&6A Saddle Road, Maraval.
1. Complete the Prequalification of Suppliers application document with all supporting information on the following key areas:
(a) A statement of the ownership of the firm and, if a subsidiary, the name of the holding company & copy of the certificate of incorporation
(b) Evidence of past successes in HR related & outfitting service contracts
(c) A description of the major projects of a similar nature, undertaken or procured and managed by applicant
(d) A statement of any contracts where there has been a failure to complete the contract, or where there has been claims for damages or where damages have been deducted or recovered, within the last five years
(e) A list of the educational and professional qualifications of the third party’s managerial staff together with copies of the curricula vitae (CV) of key staff members
(f) List of resource capabilities either sourced in-house or through consortiums
(g) Financial and economic standing, including the latest audited accounts.
(h) Evidence of Value Added Tax registration
2. Completion of the Statement of Conflict of Interest.
PLEASE NOTE THAT IF THE SPACES PROVIDED FOR RESPONSES ON THE ATTACHED FORMS ARE INADEQUATE, YOU MAY PROVIDE ADDITIONAL INFORMATION AS APENDICES TO YOUR APPLICATION.
Applicants are not required to pay an application fee.

GHRS will inform you of receipt of your application. Your application materials will subsequently be processed and barring any requests for data clarification, GHRS will advise you of your status within 6-8 weeks of the receipt date of your application.
For questions and queries, please email the Prequalification of Suppliers Administrator at prequalification@ghrs.gov.tt. You will receive a response within five working days.
All suppliers will be required to re-apply every two years – however the application process will be less rigorous.
It can be revoked temporarily or permanently based on the following reasons:
- Misrepresentation of a material fact in any bid submission, contract document, or in the information submitted in the prequalification application.
- Abandonment of a contract.
- Willful disregard of the plans and specifications or the time limits provided in the contract.
- Conviction in any jurisdiction of embezzlement, forgery, theft, bribery, collusion, price-fixing, falsification or destruction or records or any other offense indicating a lack of business integrity or business honesty.
- Failure to resubmit application after your prequalification has expired.
- Material adverse change in a contractor’s technical, financial, managerial or organisational capability
- Unsatisfactory performance on GHRS contract works

1Rapid tender status may be revoked/ suspended during the two year period for the following reasons, inter alia- poor performance in the execution of GHRS’ contacts, fraud, collusion, coercion, or failure to declare a substantial change in ownership / resources within the firm.
